You can make a brush from scratch or change the settings of an existing brush tip shape to make a new brush. When looking at your brushes palette if you don't see that many check out the thread Loading Your Brushes.

MAKE A BRUSH FROM SCRATCHStep 1: Setup Your ObjectI want to make a brush from this photo. Since I only want her head to be my new brush and not the entire photo I take the rectangular marquee tool and make a selection around her head. In the menu bar select Layer>New>Layer via Copy. For best results when making a brush you want to put your subject against a white background. So fill the original picture's layer with white. If you aren't using a photo to make a new brush but for example are using custom shapes or maybe drawing with the pencil or brush tool, you can work directly on a white layer or work on a layer that's above one filled with white.

Step 2: Define ItFrom the menu bar select Edit>Define Brush...

Step 3: Name ItThe Brush Name window will pop up. Name your new brush and click OK.

Step 4: Finding Your BrushWith the brush tool selected, click on the brush showing in the options bar. You'll see your new brush is the last one in the set. You can also look in your brushes palette. Select Brush Presets and your new brush is the last one in the set. If you choose Edit>Preset Manager... your brush will again be the last one in the set. But if you go to your brushes palette with Brush Tip Shape selected you'll see it's in a different location.

CHANGE SETTINGS OF AN EXISTING BRUSH TIP SHAPEGo to your brushes palette and make sure Brush Tip Shape is selected. Click on the brush you want to change.

For my new brush I just changed the size but you can change any of the other settings including the ones listed in the left hand column. Click the new brush icon at the bottom of the brushes palette and the Brush Name window pops up. Name your brush then click OK.
