Here's the button we'll be making. You can change any of the colors. You can use any font you want. I went with a pixel/bitmap font because they stay crisp and bright at very small sizes. Check out dafont.com for a nice selection.

Add another layer. With the rectangular marquee tool make a selection. Fill the selection with white. Deselect.

Change the opacity for Layer 2. I went with 30% based on the color of my button.

Name the layer button. Apply the lock position lock to this layer.

Apply a stroke effect to the button layer. Use these settings. Click on the Color box to select the color of the stroke.

Take the type tool and make your text. These are the settings I used. Use the move tool to center the word.

Apply a stroke effect to the text layer with these settings. Click on the Color box to select the color of the stroke.
