Here are two ways you can bring your photos into your signature/another file. First open the picture you want to bring into your signature/another file. Your picture file needs to be the active file. If you have more than one file open look at the title area, purple arrows. Files that aren't active will be greyed out. Your active file won't be greyed out. To make a file active just click on it. Now click on the Background in the layers palette, drag it over your signature/another file and then release. If you hold the shift key while you click and drag it will position your picture in the center of the file you are dragging it into. Bringing a Layer into your signature/another file is done the same way. Just click and drag the Layer while holding the shift key.

The second way is to open the picture you want to put into your signature/another file and make sure it's the active file just like above. Choose the move tool from your toolbox, red outline. Now click on the picture and drag it over your signature/another file and then release. Again if you hold the shift key while you click and drag it will position your picture in the center of the file you are dragging it into.
