First you need to drag your picture into your signature's file. Bring an image into another file. When your picture is in your file make sure its layer is under your frame's layer in the layers palette. Now that your picture is in your signature's file you need to reduce/enlarge it so it fits in your frame. Use the move tool to position your picture within the frame. Don't worry about any part of your picture that's showing beyond the frame you'll fix that in the next post. If you have to reduce your picture you can apply Filter>Sharpen>Sharpen to its layer after you've reduced it.

With my picture in place within the frame I need to remove the extra part of the picture that's showing. Click on your frame's layer in the layers palette. Take the magic wand and click inside the empty section of your frame where your picture is showing through. Choose Select>Modify>Expand>3.

Now click on your picture's layer/Layer 1. Choose Layer>New>Layer via Copy.

You'll see the copy/Layer 2 has been added to your layers palette.

Now you can throw away the original picture's layer/Layer 1.
