Click down in your file. If needed, move the selection over the area of your image where you want to make your circular shape from. When you have your selection positioned where you want go to Select>Refine Edge...

In the Refine Edge window you'll see you have quite a few controls available to you. Adjust the sliders and see the changes in your file. Adjust the Feather slider until you're happy with how the image looks then click OK.

In the menu bar choose Layer>New>Layer via Copy. Hide your image's layer. And you should see your feathered edge circular graphic.
