Add a new layer. Make 44E6FE your foreground color. Hold the shift key while you click and drag with the elliptical marquee tool. Fill the selection. Deselect. Make white your foreground color. Choose Edit>Stroke and use the settings below. Select the brush tool and pick out a round brush. Make the highlights on your bubble. To help you see better you can use the zoom tool to enlarge your view. Below I'm at 300%. To return your view to 100% just double click on the zoom tool's button in the toolbox. Make copies of Layer 1 and use the move tool to place the bubbles. Once done, link and merge all the bubble layers and name the layer big bubbles. Repeat the above steps to make a layer of medium bubbles and a layer of small bubbles.

Add a new layer and name it fish 1. Make FFF100 your foreground color. Select the custom shape tool and use the settings below. Choose the Fish shape. Click and drag to make your fish. Now apply an inner shadow effect to the fish 1 layer. Use the settings below. To change the color click on the color box. Use FF4133 for the inner shadow's color.

Make a selection for the eye and fill it with white. Deselect. Make a selection for the eyeball and fill it with black. Deselect.

Make FF8A00 your foreground color. Hold the shift key while you click and drag to make a selection for a scale. Fill the selection then deselect. Make a selection over the circle like you see below. Delete then deselect. Make a few copies of this layer and use the move tool to place the scales. When you have all the scales in place link and merge all their layers with the fish 1 layer. Name this layer goldfish 1.

Now apply a drop shadow effect to the goldfish 1 layer. Use the settings below. To change the color click on the color box. Use 357EFF for the drop shadow's color. Make a copy of the goldfish 1 layer and name it goldfish 2. With the goldfish 2 as the active layer choose Edit>Transform>Flip Horizontal. Use the move tool to place the fish.

Add your text with the type tool. Apply a stroke effect to the text using the settings below. Click the color box to change the color. Use FF32CD for the stroke's color. Now click the Create warped text button in the options bar. Choose the Wave style and adjust the sliders until you're happy with how your text looks. And you're done. To save this signature first hide the white back layer and then use the save as a PNG-24 setting found here, Transparent background without a matte.
