The order in which layers are stacked in the layers palette can determine if something is seen or hidden in your file. If you find you need to change the order of how your layers are stacked it's a very simple thing to do. To move a layer just click in its empty section and drag it either up or down. Below I'm going to reverse the layers' order. First I'm going to move Layer 1 from the bottom to the top in the layers palette. To do that I click on the empty area of Layer 1 and then drag it towards the top. In the picture I'm mid drag that's why you see the dotted line which is Layer 1. I keep dragging it towards the top until I see a red line with tiny triangles at each end above the top layer, red arrows, then I release. Now I click and drag Layer 2 towards the top until it just overlaps Layer 1. If you look in the picture below the top dotted line, blue arrow, is the top of Layer 2 that I'm dragging. When I see the same line with tiny triangles on both ends under Layer 1 I release. Now I click and drag Layer 3 towards the top until it just overlaps Layer 2. If you look in the picture below the top dotted line, blue arrow, is the top of Layer 3 that I'm dragging. When I see the same line with tiny triangles on both ends under Layer 2 I release. And here are my layers stacked in their new order.
