Currently two versions of Photoshop are featured in the tutorials that appear on this forum. Photoshop 7 and Photoshop CS3 (10).
Included with Photoshop 7 is the program ImageReady. With ImageReady you can do simple animation.
You can still animate with Photoshop CS3 but ImageReady is not included.

To animate in Photoshop CS3 you need to have your Animation palette open. Go to Menu bar>Window and choose Animation. Below is how the palette looks. Once you've completed the animation steps in whichever tutorial you're following and it's time to save your signature, go to Menu bar>Photoshop>Save for Web & Devices... In the window that pops up you'll see the section below. This is where you choose your settings. In ImageReady which is explained next, this is called the Optimize palette.

When animating in Photoshop 7 you aren't actually animating in Photoshop but in the program that's included with PS7 called ImageReady. If you're in Photoshop click the bottom button on the toolbox. ImageReady will open up. You'll see that whatever you have open in Photoshop will now open in ImageReady. In ImageReady you'll need to make sure two palettes are open. The Animation and Optimize palettes. Go to Menu bar>Window and choose Animation as well as Optimize. Below are the two palettes.
