You can extend the window like I did by clicking and dragging the lower right corner, red arrow. With the gradient tool start your click at the bottom of the file then while holding the shift key drag to the top and release.

Name Layer 1 background. Now click on the f in a circle and select Pattern Overlay.

In the Layer Style window click on the pattern that's showing, red outline. In the window that pops up hold your cursor over a pattern and a window with its name will pop up. You want the Heavy Weave pattern. Click on it to select it. Now click on the Layer Style window and change the opacity for the pattern.

Click the f in a circle again and choose Stroke. Use these settings. The color used is the default color black.

With the rectangular marquee tool make the selection for your frame. If you don't know how see the thread Frame selections.

Make black your foreground color. Click option + delete for Macs and alt + delete for Windows to fill the selection. Deselect.

With the frame layer as the active layer in the layers palette click the f in a circle and choose Outer Glow. For the glow's color I used white. To change the default color click on the lite yellow box in the Layer Style window. When the Color Picker window pops up you can either drag the hollow ring to the white section or go click on white in either the foreground or background section of your toolbox.

Now apply Bevel and Emboss to the frame layer.
