Make a new file 5" x 2" at 100 ppi with a transparent background. Fill the layer with a light pink. To get the color you want you can choose it from your swatches palette or click inside the foreground color's box. If you click inside the box the Color Picker window will pop up. Now drag the arrow sliders as well as the hollow circle to get your color.

Now make that pink your background color. You do that by clicking the tiny arrows where I added a red outline. If you click the tiny black and white squares your foreground/background colors will go back to black and white. If you accidentally change the colors back to black and white just take your eyedropper tool and click down on the pink in your file. Now choose Filter>Pixelate>Pointillize from the menu bar. Your background color is going to make up the background, see red arrow. The color your layer is will be the color of a lot of the cells. I used a cell size of 35 but you can play around with the colors you use as well as the cell size.

Name that layer pixelate. Take the rectangular marquee tool and make a selection like in the picture.

Make a new layer and name it border. Choose a purple as your foreground color. Now from the menu bar choose Edit>Stroke...>3. Deselect that selection.

Using the same purple you used for the border take the type tool and make your name. Make a copy of the name layer by clicking and dragging it to the new layer icon located at the bottom of the layers palette. Now use your move tool to place them. You'll notice I locked the position of all the layers.

Now make your name layer/TEDDY a selection. To add to your selection hold down the appropriate key and then add the shift key. Now click one time in the name copy/TEDDY copy layer so both copies of your name are now selected. Make a new layer and place it under your name layers. Make white your foreground color and choose Select>Modify>Expand>2 from the menu bar. Choose Edit>Fill... with foreground color selected. Deselect. Name this layer name trim. Depending on how thick your font is you might want to increase the amount you expand the selection.

Open your picture file and take your lasso tool and draw around your pup to select it. Choose Select>Modify>Smooth>1 and then Select>Feather...>1. Now from the menu bar choose Layer>New>Layer via Copy. Deselect and click and drag this layer over your siggy file and release. Depending on its size reduce or enlarge your picture. Repeat this for your second picture. Use the move tool to place your pictures and then apply a Drop Shadow to them. You do that by clicking on the tiny f in a circle at the bottom of the layers palette. I chose a brown as my color since it went well with Teddy's coloring. To pick a color you click in the colored box in the Layer Style's window and the Color Picker window pops up. Now either choose a color from your swatches palette by clicking down on it or click and drag the arrow sliders and/or hollow circle in the Color Picker window.
