Click down anywhere in your file and you'll see a perfect 40 x 40 circular selection will be made. Click inside the selection, red arrow... ...and drag it over your frame.

Choose Filter>Distort>Twirl... In the Twirl window you can change the amount and direction of the twirl by moving the slider, red arrow. Click OK when you're happy with how the twirl looks in the preview window.

And here's how it looks when the selection was centered over the frame. If you put the selection so just a part of it is over your frame... ...you'll get more of a curl. And putting the selection so just a small section is over your frame will give you hardly a curl at all.

Continue adding curls to your frame. Place the selection in different locations over your frame so you have a variety of curls. You can also make the curls different sizes by changing the Width and Height amounts in the options bar. Try replacing the 40px with 30px then 20px.

Open your picture file and bring it into your signature. Put Layer 1 under your wood frame layer in the layers palette. Reduce/Enlarge your picture so it fits in your frame. Now take the rectangular marquee tool and make a selection over your frame like you see in the picture below. With Layer 1 as the active layer in the layers palette choose Layer>New>Layer via Copy then deselect. Name Layer 2 picture and throw away Layer 1.

Select the eraser tool from the toolbox and set the Mode to Brush in the options bar. Choose a small size brush by clicking on the brush showing in the options palette, red outline. Try size 3 or 2. Click on the picture layer in the layers palette and use the eraser to delete the sections of your picture that can be seen around the outside of your frame, red arrows.

With the type tool add your name(s) then use the move tool to place them. And you're done. To save this signature use the save as a PNG-24 setting found here, Transparent background without a matte.
