Add two guides and position them so you see the center of your file. **This step isn't necessary if you're working in a large file. I used the guides to center my shape so it wouldn't be cut off. I kept this step in the tutorial to show how helpful using guides can be.

Select the Ellipse Tool. In the options bar, use the settings below. Click the tiny arrow to get the Ellipse Options window.

Now click down in the center of your file, where the two guides intersect, to create your shape. **Just like Reply #3 above, this step isn't necessary if you're working in a large file. Instead you would just click down within your file. Centering it wouldn't be a priority.

In the layers palette lower the opacity for the circle guide's layer. This is done so you can see the position of the circle over your image. If you need to move your circle, simply select the Move Tool and position it where you want. When you're happy with your circle's location, go to your layers palette and change the opacity for the circle guide's layer back to 100%.

In the layers palette make the circle guide a selection. Now click on your image's layer that you want to copy the circle from, so for me that's the pennies layer. In the menu bar choose, Layer>New>Layer via Copy. Hide both the circle guide layer as well as your image's layer. And you should see your hard edge circular graphic. If you'd like to add a border to your graphic here are two easy ways to do so. The first way is to go to your layers palette and click on your circular graphic's layer. Now click the fx at the bottom of the palette and choose Stroke... from the pop up window. In the Layer Style window adjust the settings for your stroke. Click the Color box to change the stroke's color. The second way is to go to your layers palette and make your circular graphic's layer a selection. Now got to the Menu Bar and choose Edit>Stroke... In the Stroke window adjust the settings for your stroke. Click the Color box to change the stroke's color.
