Once you've made a selection you can then easily subtract from or add to that selection if you need to.
This applies to all the selection tools, Elliptical Marquee Tool, Lasso Tool etc., I just used the Rectangular Marquee Tool for this example.

SUBTRACT FROM A SELECTIONWith the rectangular marquee tool I've made a selection. To subtract from this selection hold the option key for Macs and the alt key for Windows and then click and drag anywhere inside the selection. To move the selection as you're making it release the appropriate key and then hold the spacebar. The red sections are the areas where I subtracted from the original selection. If you want to make a perfect square or circle, after you click and drag inside the selection release the appropriate key and then hold the shift key while you drag.

ADD TO A SELECTIONWith the rectangular marquee tool I've made a selection. To add to this selection hold the shift key and then click and drag anywhere you want. Doing this within the selection changes its shape, purple arrows. Clicking and dragging away from the original selection adds independent selections, black arrows. To move the selection as you're making it release the shift key and then hold the spacebar. If you want to make a perfect square or circle, after you start to click and drag release the shift key and then hold the shift key again while you finish dragging.

Your other option is to click one of the buttons in the options bar. Once you have your selection made if you don't want to hold the keys necessary to add to or subtract from the selection just click on the appropriate button in the options bar. With one of the selection tools as your selected tool click either the Add to selection or Subtract from selection button. When you do you don't need to hold any additional keys, only the shift key if you want your selection to be in proportion and the space bar to move the selection as you're making it.
