This is the signature we'll be making. It can also be made with a gradient background.

Make a new file. I made mine 5"x 2.5" at 100 ppi with a transparent background. With white as your foreground color choose option + delete for Macs and alt + delete for Windows to fill Layer 1. Name this layer back color. Make a new layer. Click on Layer 1 in the layers palette. With black as the foreground color take the rectangular marquee tool and make a selection that will be your first frame. Again choose option + delete for Macs and alt + delete for Windows to fill the selection. Deselect.

Continue making new layers with one frame per layer until you have the number of frames you want in your signature. Use the move tool to put your frames where you want.

Now click on Layer 2 in the layers palette. Make it a selection the same way you did for Layer 1. Choose Select>Modify>Contract>8 then delete. Deselect. Repeat these steps for all your frames.

Go to your Styles palette. If you don't see that many styles click on the arrow in the top right corner... ...and you'll see your available sets of styles at the bottom of the pop up window. If you click on a set you'll be asked if you want to Replace or Append the set you have loaded.

Click on Layer 1 in the layers palette. Now click on the styles in the Styles palette and watch the frame change in your file. You'll see the effects that make up the style are added to Layer 1 in the layers palette. When you find a style you like for the frame on Layer 1 click on Layer 2 in the layers palette and again click through your styles until you find one you like. Repeat for all your frames.

You can now name your layers the color of the frames. To rename a layer double click on the layer's name.

Now add your pictures to the frames. In the layers palette put each picture under the frame (layer) it goes with, red layers in the picture. You can also choose to link the frame layer with the picture layer that goes with it in case you decide to reposition your frames. In the picture I've linked the neon blue layer with the ted profile layer.
