With the lasso tool make a selection for your rip.

Choose Layer>New>Layer via Cut. Your picture should now be on two separate layers. Name one layer left and the other right. Click on either the left or right layer and choose Edit>Transform>Rotate. Grab one of the corners and rotate the piece then double click within the bounding box to apply it.

Depending on how much you rotated the piece you might see a section at the bottom where it doesn't line up correctly. Use the move tool to reposition the piece.

Add a new layer and name it ripped. Place this layer below your left and right layers. With the lasso tool make a selection for the white part of the rip. You'll notice only a few areas are actually going to be seen. Fill the selection with white and deselect.

If you want, link and merge the left, right and ripped layers and then apply a drop shadow to the layer.
