The selection tools allow you to isolate an area of your file. After you use one of these tools to make a selection you'll see animated crawlies in your file.

To make a selection using the rectangular marquee tool or the elliptical marquee tool you just need to select one of these tools from your toolbox then click and drag in your file. While using either of these tools hold the shift key to constrain your drag. This will only allow you to make a perfect circle or square, bottom right corner. Not holding the shift key will allow you to make shapes like those in the top left section. If you want to move the selection as you're making it hold the space bar. If you're already holding the shift key to constrain your drag just add the space bar.

With a selection made certain changes you now make will only affect this isolated area of your file. For example you can choose to blur the selected area. You can apply a filter to the selected area. You can make a copy of the selected area. I lowered the opacity of the main picture so you could see the copy better. Or you could delete the selected area just to name a few of your options.

The other tools you can use to make a selection are the Horizontal and Vertical Type Mask Tool. These tools work a little differently. Clicking on your file and then typing adds a mask to your file, red section. When done typing click the check mark in the options bar and you'll see your selection.
