You can apply filters to an entire layer or if you make a selection first you can apply the filter to just the selected area of a layer. To find your filters click on Filter in the menu bar then select a category and choose a filter. Some filters allow you to make adjustments to their settings. A window will pop up for these filters when they're selected. Below is the picture I'll be applying the filters to. I used the default settings for all filters.

In Photoshop CS3 your window will look like this when you choose a fliter. What's nice about it is you have access to many filters in one place compared with Photoshop 7 where you have to go through your filters one at a time.
