Your Swatches palette is where you have quick access to the colors you choose. Just like all your other presets, brushes, gradients, etc., you can also save a set of swatches. If you put your cursor over the swatches in the Swatches palette it will change to the eyedropper tool. If you let your cursor hover over a swatch a tiny window with its name will appear. To select a swatch as your foreground color just click down on it.

When you put your cursor in the empty area it will turn into a paintbucket. To add a swatch the color first has to be your foreground color in the toolbox. Then go to the empty area of your swatches palette and click down. When you do you'll be asked to name your new swatch then it will be added to the set you have loaded. To delete a swatch put your cursor over the swatch and hold the option key for a Mac and the alt key for Windows then just click down on the swatch.

To save a set click on the tiny arrow in the top right corner of the Swatches palette. When you do the window below will pop up. Here you have options available to you which include Save Swatches... At the bottom of this window are the swatch sets available to you. When you click on a set you'll be asked if you want to append or replace this new set with the set you currently have loaded. The set highlighted in red is a swatch set I made.
