This is a simple sparkle you can make. It's good to do this against a dark color where you can see the sparkles. Or you could make your sparkles a color other than white. Below is how the sparkles will look...

In Photoshop, open the image you want to apply the sparkles to. Below is the sparkle you're going to make...

Make white your foreground color and then add a new layer. With your brush tool selected go to your brushes palette and select the brush below. Now click on your file to make that shape. If you don't see the brushes used in this tutorial it might be because they aren't loaded yet. Choose your brush tool and go to your brushes palette. Now click on the tiny black arrow in the top corner, you should see a window like below. At the bottom are all the brush sets available to you. If you click on one you'll be asked if you want to replace the brushes you have with this set or Append/Add these brushes to the ones you have. One set at a time try loading all the brushes on that list. The sets with a gold highlight won't appear in your list because they're sets I've created.

Add a new layer. Now go and choose the brush below. If you don't have it you can make the brush using the settings below. It doesn't have to be this exact brush anything similar in size is fine. To make a brush with these settings check out the tutorial How To Make A Brush. On the new layer click on the file to make this shape. Try to get it in the center of the other brush. But since it's on its own layer if you need to use the move tool to position the brush. Link these two layers together and then choose merge linked. Now make 3 copies of that sparkle layer. You do that by dragging the sparkle layer to the icon at the bottom of the layers palette that looks like a piece of paper with a folded corner. Name the layers sparkle 1 - 4 and arrange them over your object that will be sparkling.

My sparkle 1 is at the top left. Then it goes 2 bottom, 3 top and 4 bottom. This is how it looks...

Make sure all your layers are locked and go to ImageReady. Make 10 frames and use these settings...
frame 1: sparkle 1 100% frame 2: sparkle 1 75% frame 3: sparkle 1 50%............sparkle 2 100% frame 4: sparkle 1 25%............sparkle 2 75% frame 5: sparkle 2 50%............sparkle 3 100% frame 6: sparkle 2 25%............sparkle 3 75% frame 7: sparkle 3 50%............sparkle 4 100% frame 8: sparkle 3 25%............sparkle 4 75% frame 9: sparkle 4 50% frame 10: sparkle 4 25%
The % is the opacity of the layer. You adjust it where it says opacity on the layers palette.
Set each frame to show for 0.2 seconds and you are done.
