Add a new layer and name it rim. Make 4F9AEF your foreground color. Now click down to make a circular selection. Fill the selection then deselect.

Add a new layer and name it center. Put this layer above your rim layer in the layers palette. Make 174CAA your foreground color. With the elliptical marquee tool as your selected tool, change the width and height in the options bar to 50px. Now click down to make a circular selection. Move the selection over the rim like in the photo below. Fill the selection then deselect.

Add a new layer and name it shine. Put this layer at the very top of the layers palette. With the elliptical marquee tool as your selected tool, change the Style to None in the options bar. Now make a selection like in the photo below. Select the gradient tool and then click on the gradient showing in the options bar. Choose the Black, White gradient. Click and drag from the bottom of the selection to the top. Deselect. Change the shine layer's blending mode to Screen and the opacity to 90%.

Click on the rim layer so it's the active layer and apply the following effects with the settings below to it. To change the color of the Drop Shadow click on the color box. Use 163874 for the color. To change the Contour click the arrow on the right side of the one showing. In the next window let your cursor hover over a contour to see its name. For the Inner Shadow's color use 052D73. To change the Contour click on the one showing in the Layer Style window. In the Contour Editor window duplicate the contour below. If you don't know how see replies #6 - #8 here. For the Inner Glow's color use 00E4FF. To change the Contour click on the one showing in the Layer style window. In the Contour Editor window duplicate the contour below. To change the Contour click the arrow on the right side of the one showing. In the next window let your cursor hover over a contour to see its name. For the Color Overlay's color use 357EFF. Your button should look like this.

Click on the center layer so it's the active layer and apply the following effects with the settings below to it. For the Inner Shadow's color use 3667BF. For the Inner Glow's color use 8CB3F7. Use the crop tool to crop your button. Hide the white back layer. And you're done. To save this button use the save as a PNG-24 setting found here, Transparent background without a matte.
