Make a new layer and name it flashes. Set your foreground color to the same grey you used for your rings. To do that you can take the eyedropper tool and click down on the color in your file. Take your brush tool and with this brush click down one time. Make sure the Mode is set to Normal in the options bar for your brush tool.

Set your foreground color to white and with this brush click one time in the center of the feathered circle you just made.

Make a copy of this layer and choose Edit>Transform>Scale and then reduce it 80%.

Make copies of the two flashes by dragging their layers to the new layer icon at the bottom of the layers palette. Use your move tool to place them. Now click on the flashes layer and link and merge the copies to it.

With the same color you used for the rings take your type tool and write your names. Place them with the move tool. And you're done. To save this signature use the save as a jpg in Photoshop setting found here, My settings.
