Make a new layer and name it pattern. Make your frame a selection. Select the paintbucket from the toolbox and in the options bar change the Fill to Pattern. Click on the pattern showing in the options bar.

This is the pattern I chose. If you let your cursor hover over the patterns a window with its name will pop up like you see in the picture.

Click in the selection and then deselect. Change the opacity for the pattern layer to 40%.

Take the rectangular marquee tool and make a selection over your frame.

With the rectangular marquee tool selected if you put your cursor inside the selection it should be an arrow with a dotted line box. Hold the option key for Macs and the alt key for Windows and your cursor should change to a plus and minus sign. While holding the appropriate key click and drag inside the selection, red arrow. Once you start to drag you can release the key and add the space bar so you can move the selection around as you're dragging it. You have just subtracted from the selection.

Make a new layer and name it in frame shadow. With black as your foreground color choose option + delete for Macs and alt + delete for Windows. Deselect. Change the opacity of the layer to 50%

Choose Filter>Blur>Gaussian Blur and use this setting.

Open your second picture and drag it into your siggy. Put this layer under the in frame shadow layer. Reduce or enlarge it. Once at the size you want click on the frame layer in the layers palette. Now with the magic wand click in the empty section of the frame where your picture is showing through. Choose Select>Modify>Expand>3. Click on the second picture's layer and choose Layer>New>Layer via Copy. Deselect and name this new layer pic in frame. Apply Filter>Sharpen>Sharpen to this layer. Throw away the second picture's layer. In the layers palette apply the lock with the purple outline to this layer. Make black your foreground color. Take your brush tool and with the Mode set to Color paint over your picture.

Make your frame a selection and then with the magic wand hold the shift key and click inside the center of the frame, red arrow. You have just added to the selection.

Make a new layer and name it frame drop place it under the pic in frame layer. With black as your foreground color fill the selection. Deselect. Using the move tool move this layer down and to the right a little. Choose Filter>Blur>Gaussian Blur with this setting.
