To move the selection choose one of your selection tools, I used the rectangular marquee tool, and click down within the selection then drag it so your name slightly overlaps the frame. When moving the selection if you hold your cursor over the selection when it changes from a plus sign to an arrow with a dotted line box you'll know it's okay to click down and move your selection. Make black your foreground color. With the frame layer as the active layer fill the selection by choosing option + delete for Macs and alt + delete for Windows. Deselect.

Open your picture's file and bring it into your siggy. Place the picture's layer under the frame layer in the layers palette. Reduce/Enlarge your picture if necessary. With the name and hearts as part of your frame the easiest way to remove the areas of your picture that go beyond the frame is to take the rectangular marquee tool and make a selection over your frame like in the picture below. Then with your picture's layer as the active layer choose Layer>New>Layer via Copy then deselect. Name the copy picture and throw away the original picture's layer. Now add this effect to the picture layer. Since Teddy is white the settings I used for the Choke and Size worked well but you might need to play around with these two settings depending on your picture. Keep the Distance set to 0 though so the shadow goes evenly around your picture.

Add a new layer and put it at the top in the layers palette. Name this layer color and change its blending mode to Overlay.

Make your frame a selection. If you want to hide your selection as you work choose option + H for Macs and control + H for Windows. This isn't shutting the selection off it's just hiding it. Pressing those keys again will show the selection.

Now with the color layer as the active layer select your brush tool from the toolbox and pick a brush from your brushes palette. Make sure the Mode in the options bar is set to Normal then paint on your color. Deselect when you're done coloring. And you're done. To save this signature use the save as a jpg in Photoshop setting found here, My settings.

Here are two other variations you can make by changing the Gloss Contour for the Bevel and Emboss effect you've already applied to the frame layer.
