Your frame can be any colors you want it just depends on the gradient you choose.

START With A New File Select the rectangle tool from the toolbox. Use these settings in the options bar.

Click and drag to make a rectangle that will be your main frame.

Choose Edit>Define Custom Shape... When the Shape Name window pops up name your shape and hit OK.

Go to your Paths palette and click anywhere below the Work Path, blue section in the picture, to shut the path off.

Select the custom shape tool from the toolbox. Use these settings in the options bar. To select the frame shape you just made click on the shape showing in the options bar, blue outline. In the window that pops up your frame shape will be the last one in the set, just click on it to select it.

With black as your foreground color click and drag to make your frame. Name Layer 1 frame.

You're now going to be adding a few layer effects to your frame's layer. For some of the effects you're going to be changing the color and contour used. The thread Layer Effects & Styles goes into detail how to make those changes. Click the tiny f in a circle at the bottom of the layers palette and choose Drop Shadow. Use these settings.

Now add Outer Glow. Change the color of the glow to R:198 G:134 B:255 Use the Ring - Double Contour.
