Add a new layer and put it under Layer 1 in the layers palette. With the eyedropper sample a light color from the city. Make another selection and fill it. Deselect and move Layer 2 down with the move tool.

When you have the two bars where you want them link and merge Layer1 and Layer 2.

Make a copy of Layer 1 and choose Edit>Transform>Rotate 90˚ CW. Use the move tool to drag the copy over to the left. Once in place make a copy of Layer 1 copy and choose Edit>Transform>Flip Horizontal and use the move tool to drag it to the right.

When you're happy with the position of the trim link and merge the three layers and name the layer trim.

With the trim layer as the active layer make the city layer a selection. Choose Select>Inverse then delete. Deselect.

When you made the city a selection it included the drop shadow so you might see some transparent areas at the ends of your trim. If you look in the lower left corner of my file you'll see it shows my view is enlarged to 400%. Every time you click in your file with the zoom tool it will enlarge your view. If you hold the option key for Macs and the alt key for Windows and click in your file with the zoom tool it will reduce your view.

Take the polygonal lasso tool and make a selection around any of these areas and choose delete. And you're done. To save this signature use the save as a jpg in Photoshop setting found here, My settings.
