With the Neon Glow filter you can make some really beautiful signatures. The brushes I used for this signature I made myself. If you're interested in making your own brushes you can check out the tutorial How To Make A Brush. Here's the same signature with a black background.

This signature was made at 5" x 2.5" at 100 ppi with a transparent background. Make black your foreground color then choose option + delete for Macs and alt + delete for Windows to fill Layer 1. Name the layer black back. Make a new layer and name it frame. With the elliptical marquee tool make an oval selection and then subtract from that selection to make your frame. Now with white as your foreground color choose option + delete for Macs and alt + delete for Windows to fill the selection. Deselect.

*For this picture I added a layer and filled it with purple so you could see how the brushes look outside the frame. Don't add this layer. Make a new layer and put it at the top in the layers palette. On Layer 1 with black as your foreground color add different brushes to decorate your frame.

Make your frame a selection. Click on Layer 1 and choose Layer>New>Layer via Copy. Deselect.

Click on the frame layer so it's the active layer. Now click in the empty box for Layer 2 to link the two layers. Now click the arrow in the top right corner of the palette and choose Merge Linked. Throw away Layer 1. This is how your frame should look.

To apply the neon glow to your frame go to your toolbox and click on the foreground color. In the Color Picker window enter these amounts in the RGB fields. Now click on the background color and do the same.

Click on your frame layer so it's the active layer then choose Filter>Artistic>Neon Glow from the menu bar. If you don't see your frame in the preview, black arrow, click and drag in the preview window to move the view. You can also click on the plus and minus signs to reduce/expand the preview. The settings you see for the Glow Size and Glow Brightness are what worked best for the brushes I used. You can change these amounts until you see something you like in the preview. To change the color of the glow click on the color box, red arrow. You must choose your color from the Color Picker window and won't be allowed to click in your swatches palette or in the background or foreground sections of the toolbox. To use the color I used enter these amounts in the Color Picker window R:138 G:0 B:255.

To your frame layer add this Bevel and Emboss effect to it. To do that click on the tiny f in a circle at the bottom of the layers palette and chose it. If you look to the left the red arrows are pointing to the additional effects you'll be adding to make up the style for this layer. Once you have the Bevel and Emboss settings done click on the words Outer Glow.

Now click on the colored box and enter these amounts in the RGB fields. To change the Contour click on the arrow in the blue section next to the contour that's showing, purple arrow. And this is the window you'll see. If you don't see all of these contours click the arrow in the top right corner and load them. Hold your cursor over the contours and a window with their name will pop up. Choose the Shallow Slope-Valleys contour. Now click on the word Stroke on the left side of the Layer Style window.
