I clicked on the tiny butterfly layer and used R:0 G:255 B:255 for the foreground color and R:255 G:50 B:205 as the background color. The neon glow's Size was 4 and the Brightness 22. My glow's color was R:114 G:0 B:255. I clicked on the plants layer and used R:0 G:255 B:255 for the foreground color and R:65 G:10 B:92 as the background color. The neon glow's Size was 5 and the Brightness 30. My glow's color was R:29 G:245 B:0. I clicked on the splat brush layer and used R:250 G:156 B:9 for the foreground color and R:71 G:18 B:14 as the background color. The neon glow's Size was 9 and the Brightness 28. My glow's color was R:156 G:0 B:245. I then added a new layer and filled it with white and placed it above the black back layer. I named this layer white back. I added it so I could see how the neon was showing up against a white background.

You can do this next step for any large brushes you used in your signature. I made a copy of the big butterflies layer and named the copy underpainting. Then I clicked on the eye in the layers palette to hide the big butterflies layer. Click on the underpainting layer so it's the active layer.

To brighten up the big butterflies I made white my background color in the toolbox and chose Filter>Artistic>Underpainting and used these settings. Underpainting takes advantage of your background color so changing it can give you different results. You can choose to have the underpainting layer showing instead of or in addition to your original brush layer.

I moved the frame layer under the name layer in the layers palette. With your frame layer as the active layer take the magic wand and click inside your frame where your picture will show through. Choose Select>Modify>Expand>3. Now one at a time click on your brush layers and choose delete. Deselect when done.

If you applied the same style to your frame as I did you'll see there's a halo effect around the frame. I hid the other layers so you could better see it. With the elliptical marquee tool make a selection around the halo then choose Select>Feather>4. Now one at a time click on your brush layers and choose delete. Deselect when done.

Add your picture to your frame. And you're done. To save this signature use the save as a jpg in Photoshop setting found here, My settings.
