Make a new file. You want to make it a bit larger than the actual signature. Mine was 7" x 7" at 100 ppi with a transparent background. With the rectangular marquee tool make a selection and fill it with any color. Deselect. Name the layer frame. If you like to work against a colored background add a new layer and fill it with a color. Name the layer back color.

Click on the frame layer and choose Filter>Distort>Displace... Use the settings below.

After you hit OK you'll now need to choose the texture used. Each one will give you a different look.

In the menu bar select Filter. At the top of the window it will say Displace. Choose this. Repeat this step until you see a shape you like.

Open the image you'd like to use in your signature and bring it into your file. Place its layer at the top in the layers palette. Name the layer picture.

If you need to reduce/enlarge your image so it fits in the frame, first lower the opacity for your picture layer so you can see the frame underneath. Make the adjustments you need and then put the picture layer back to 100% opacity.

Click on your picture layer so it's the active layer. Make the frame layer a selection. Choose Layer>New>Layer via Copy. Throw away the original picture layer. Name the copy picture.
